PURPOSE
The accountant is responsible for ensuring the integrity, transparency, and reliability of Enfants du Mékong’s financial operations in Cambodia. The primary purpose of this role is to accurately record, control, and report all financial transactions in strict compliance with internal procedures, donor requirements, and applicable local regulations.
Beyond daily accounting activities, the accountant plays a key role in supporting the organization’s financial sustainability by monitoring budgets, controlling expenditures, and contributing to informed financial decision-making. The role ensures timely and accurate financial reporting to the head office and internal stakeholders, providing clear and reliable visibility on the use of funds for the benefit of children and families.
By providing sound financial expertise, guidance, and operational support to program teams, foreign volunteers and Branch Managers, the Accountant contributes to efficient resource management aligned with Enfants du Mékong’s mission and values. Through strong financial discipline, collaboration, and accountability, this position supports the organization’s long-term impact for the most vulnerable children.
OBJECTIVES
- To manage accounting operations by accurately recording financial transactions and producing reliable financial reports for management and headquarters.
- To support the Finance Department in ensuring smooth, compliant, and efficient daily financial operations.
- Accounting & Financial Operations
- Manage petty cash, including secure cash handling and regular cash counts.
- Review all supporting documentation to ensure accuracy, completeness, and compliance prior to recording.
- Record all accounting transactions in the accounting system (Cegid), ensuring correct use of general accounts, Subplan 1, Subplan 2, and clear transaction descriptions.
- Prepare and maintain reconciliations for all general ledger accounts.
- File, organize, and maintain accounting documents in accordance with internal policies and audit requirements.
- Banking & Reporting
- Maker bank transaction in i-banking for management approval.
- Prepare and submit regular financial reports to management and headquarters.
- Ensure timely, accurate, and transparent financial information for internal and external stakeholders.
- Compliance & Taxation
- Prepare monthly tax declarations in compliance with Cambodian tax regulations and organizational policies.
- Support compliance with donor and internal financial requirements.
- Support & Coordination
- Support the finance management in day-to-day financial activities.
- Conduct verification calls with sponsors and suppliers when required.
- Participate in visits to sponsorship programs when requested.
- Propose improvements to financial processes to simplify and strengthen daily operations.
- Carry out any additional tasks assigned by the finance management.

- Bachelor's Degree in Accounting, Finance, Banking, or a related field.
- Relevant professional experience, preferably in an NGO or international organization for 2 to 3 years as a minimum
- Strong knowledge of accounting principles and financial procedures.
- Proficiency in accounting software (experience with Cegid is an advantage).
- Good computer skills, including MS Office applications.
- Very Good level (speaking-reading-writing) in English. French is a plus.
