OVERALL, Purpose of the Position
The Account and Admin Officer are responsible for ensuring accurate financial management, effective administration, and compliance with Company and regulatory requirements. This role supports daily operations, prepares financial and tax reports, manages payroll and staff administration, and provides reliable support to management, staff, suppliers, and donors to ensure smooth business and office functions.
- Financial Management & Reporting
- Maintain accurate bookkeeping records, invoices, receipts, and transactions.
- Prepare and close daily, monthly, and annual financial reports.
- Manage Accounts Receivable (AR), Accounts Payable (AP), process supplier payments.
- Monitor cash flows, cash advances, settlements, and bank transactions.
- Prepare donor financial reports with supporting vouchers.
- Handle tax declarations (monthly, annual, withholding, payroll, purchases, sales)
- Verify invoices, purchase orders, stock postings, product disposal, food processing, and discount records.
- Consignment product management and payment processing.
- Declare monthly payments to the NSSF.
- Conduct financial projections and support external/internal audits.
- Produce financial reports to analyze profit or loss.
- Human Resources
- Process staff payroll, payslips, and timesheets.
- Manage staff contracts, insurance, severance pay, seniority payments, and bonuses.
- Oversee staff leave requests and HR documentation for entry/exit.
- Maintain staff workbook and update company records
- Support recruitment of staff, interns, and consultants
- Organize staff meetings, orientations, and performance appraisals.
- Administrative & Operational Support
- Oversee office management tasks (phone cards, supplies, documentation filing).
- Collaborate with the General Manager on price lists and supplier agreements
- Conduct inventory and fixed asset counts
- Compliance & Regulatory Reporting
- Responsible for ensuring compliance with labor laws, ACAR, NSSF, tax obligations, and commercial regulations, as well as directives from relevant ministries
- Oversee the registration and continuous updating of company information with the appropriate governmental authorities

- Bachelor's Degree in Finance, Accounting, or a related field.
- Finance/accounting, background in agriculture, supply chain, or retail/wholesale for 3 years is preferred
- Skilled in AR/AP, financial reporting, tax declarations, payroll, and cash flow management
- Knowledge of Cambodian tax regulations, NSSF, ACAR, and compliance requirements
- Experience with financial systems/software (QuickBooks, Rabbit, POS systems, Excel)
- Experience in donor reporting and working with external auditors (preferred).
- Effective communication in English and Khmer
