The Coalition for Partnership in Democratic Development (CPDD), formerly known as the Working Group for Partnership in Decentralization (WGPD), is the only non-profit, non-partisan coalition of local and international NGOs and individuals working on the issues of decentralization and de-concentration in Cambodia. The network promotes collective voices and meaningful engagement of civil society with the government at all levels to strengthen democratic development. The engagement of CPDD on behalf of civil society in sub-national democratic development requires a strong and capable network organization that is able to work effectively and in partnership with national and sub-national stakeholders.

To finalize the study including 7 lists of recommendations on civic engagement mechanisms at DM level in Khmer and English Language. The study will be also included 7 cases studies, outcomes from the 7 consultation meetings and data from field interview to fully see the picture of district level civic engagement mechanisms and produce recommendations for changes and advocate for improved civic engagement mechanisms in district level governance. CPDD is now seeking for a credible independent person (local and/or international) consultant to finalize the study including 7 lists of recommendations on civic engagement mechanisms at DM level.

Required Qualifications

The minimum qualifications and experience:

  • At least a Master’s Degree in Social Sciences, Development Studies, MDS or PhD preferable;
  • Knowledge and experience of the Cambodian situation of Civic Engagement Mechanisms in Subnational Governance is essential. Knowledge of other Asian countries will be an asset;
  • Proven experience in working with or developing case study/materials and knowledge of Civic Engagement Mechanisms at different levels;
  • Sound experiences of developing and evaluating the key quality elements of Civic Engagement;
  • Experience of developing the programs/projects and action plans for governments and CSOs related to Civic Engagement;
  • Conversant with application of cross cutting themes like gender and disability mainstreaming and monitoring and evaluation;
  • Good spoken and written communication skills in English;
  • Excellent analytical and report writing skill/ computer Skill and Editing
