Announcement Description

I. Introduction (API)

This initiative aims to elevate visual storytelling through high-quality 2D motion graphic animation. The 2D Motion Graphic Animation Consultant will play a pivotal role in overseeing the creative and technical development of animated projects from concept to final delivery. The role emphasizes artistic excellence, narrative clarity, and brand alignment across all visual content.

II. Project Summary Background

With the growing importance of visual communication in digital media, this project seeks to produce engaging 2D motion graphics that support organizational messaging and branding. The animations will be designed specifically for primary and secondary school students, aiming to raise awareness and understanding of key environmental issues. By using creative storytelling and age-appropriate visual styles, the project will encourage children and youth to develop a stronger sense of responsibility toward environmental protection. The Animation Consultant will coordinate the creative process and directly produce storyboards, illustrations, animations, compositions, and audio integration to ensure cohesive and impactful content.

To deliver one series of 2D animated sequences that meet project objectives, leading the full creative pipeline—from storyboard development to final audio-visual integration.

IV. Assignment Objectives and Scope of Work

The consultant will be engaged to achieve the following objectives and perform related tasks:

Objectives (Results):

Produce visually compelling 2D animations that effectively communicate environmental awareness messages to primary and secondary school students.
Ensure all visual outputs align with API’s and MoE’s thematic goals, style, and branding guidelines.
Deliver high-quality animated content that combines illustration, movement, and sound for maximum clarity and impact.

Tasks (Actions):

Develop detailed storyboards outlining narrative flow, timing, and key visual elements.
Produce 2D illustrations consistent with the approved style and project themes.
Animate sequences with attention to timing, movement, and smooth transitions.
Compose and arrange scenes to enhance storytelling and engagement.
Select and synchronize background music, voiceover, and sound effects to reinforce emotional tone.

V. Expected Outputs

Scene-by-scene breakdown with timing, dialogues, and visual directions.Complete sets of illustrations aligned with storyboard requirements.
Smooth and expressive motion graphics reflecting storyboard timing and transitions. Animations must be age-appropriate for primary and secondary school students and delivered in full-HD format (minimum 1080p).
Polished compositions that enhance narrative clarity and impact.
Synchronization of background music, voiceover, and sound effects with visuals.
Audio must enhance emotional engagement and be clear for school-age audiences.

VI. Methodology/Process

The assignment will follow a structured creative workflow:

Pre-production: Concept development, storyboard creation, and illustration planning.
Production: Animation execution, composition, and audio integration.
Post-production: Final review, refinement, and delivery of completed sequences.

VII. Duration of Assignment

The assignment will commence from 07 Oct 2025 to 12 Oct 2025.

VIII. Place of Assignment

Remote with periodic collaboration meetings at designated creative studios in Phnom Penh.
