Project Manager (National Applicant)
Duties
- To be responsible for the planning, coordination, execution and implementation of all project activities
- To establish, update and maintain operational, practical and feasible work plan
- To extend technical support and close accompaniment to the field team in developing a quality and effective organisation and arrangement of activities and quality delivery of outputs.
- To provide orientation on the activities to field team; to plan (content and budget), to organise,prepare and arrange the proceeding of each activity with the field team
- To regularly monitor the financial spend in the project and take necessary actions to address delays in implementation
- To motivate and coach the field team in the execution and implementation of the activities;
- To share to the field team feedback on strengths and gaps; to identify and organise appropriate coaching to increase the quality of their engagement
- To support local partners effective engagement in all aspects of the projects
- To coordinate and harmonise actions and budget with the knowledge management and financial teams
- To support the field team and partner in placing appropriate budget request for the execution of the activities
- To establish and maintain appropriate and accessible documentation and information recording system (soft filing)
- To participate at all meetings in relation to planning, development of new issues and projects monitoring and evaluation and contribute with inputs
- To report activities progress in Khmer and in English as required to different information channels
- To co-lead the project monthly planning with the project coordinators and financial manager
- To develop, maintain and nurture contacts with local stakeholders: provincial and local authorities, NGOs and OPAs
- To participate at network and coordination meetings at all levels to learn new developments and to inform and disseminate lessons learned and best practices
Requirements
- HelpAge International is looking for an experienced project manager with at least 4 years experience in the NGO sector and social development, who has solid programme management, including managing large institutional grants
- A University degree in the field of development (social work or health or agriculture or environment)
- Proficient in contract and financial management (particularly large institutional grants)
- Good report writing, budgeting and networking skills
- Proficient in the use and application of essential Microsoft programme
- At least 4 years relevant experience in the area of programme management
- At least 4 years relevant experience in development work, community mobilisation, CBOs and technical expertise in at least 3 of the following areas: agriculture, health, climate change, DRR, livelihood, advocacy
- Demonstrate competence in managing large institutional grants especially EU funded projects
- Demonstrate skills in planning, monitoring and reporting
- Demonstrate competences in providing guidance, coaching and training
- Experience in working with national and international institutions, local authorities, provincial technical departments and local councils
- Knowledge of/exposure to ageing and social protection, to local planning
- Knowledge of Cambodian development frameworks
- Advanced spreadsheet skills
- Ability to type in Khmer language
- Mature personality

Revolving Fund Officer
Duties
- Work with the project team and OPAs in setting up a Revolving Fund Guideline, System,
- Procedures and Regulations
- Contribute to the orientation and training to the OPAs in the application of the Revolving Fund scheme to OPAs committees and sub-committees
- Support the OPAs committees and sub-committees to give orientation to their members, to register members application in accordance with the guidelines and resource availability
- Monitor/Coach OPAs the loans transactions, book keeping and information to the members
- Work with project team to monitor and follow up the management of the revolving fund by the OPAs
- Establish contacts among OPAs for peer coaching in revolving fund activities

- Provide monthly progress report
- Assist FAM with the producing monthly accounts report and projects’ financial report
- Assist FAM with performing other related administrative and procurement tasks

Requirements
- HelpAge International is looking for an experienced Revolving Fund Officer with at least 1-2 year experience(s) in the NGO sector and social development. This position requires a person with proven records of work related to revolving fund and financial management
- Graduate from accounting school or qualified through experience working for at least 1 years with an international agency
- At least 3-5 years relevant experience in the field of social development or micro-credit
- At least 3-5 years relevant experience in the accounting field
- Proven experience in communities mobilization and facilitation work
- Experience in production and interpretation of management accounts
- Experience in administration and office management
- Knowledge and experience of operating computerised accounting systems
- In-depth understanding of electronic communication systems and methods
- Training of finance and non-finance staff in financial procedures and systems
- Basic knowledge of labour law and taxation system
- Ability to assess training needs and plan and provide training support
